Application for the Hand-Up Pilot Program is accomplished via the IM-1CC-HU Hand-Up Pilot Program (Child Care) Application/Eligibility Statement.

  • Designated staff in the Children’s Division Central Office sends inquiry letters and the Hand-Up Pilot Program Fact Sheet (CD HU-FS1) to eligible families determined by a data run based on eligibility criteria.  If the family responds and indicates interest in applying, the staff mails the IM-1CC-HU Hand-Up Pilot Program (Child Care) Application/Eligibility Statement to the family.
  • Local Family Support Division (FSD) offices in the geographic areas in which the pilot child care facilities are located will make the Hand-Up Pilot Program Fact Sheet (CD HU-FS1) and IM-1CC-HU available to identified potential participants in the Hand-Up Pilot Program when families are reporting changes causing their income to exceed the maximum allowed for their family size and they have received full Child Care Assistance (not Transitional Child Care) benefits continuously for a period of at least four (4) consecutive months prior to January 1, 2014.

Process Hand-Up Pilot Program applications in compliance with and within the timeframes stated in Child Care Assistance Manual Sections:

  • 1220.010.15 WHERE TO FILE AND TRANSFERRING APPLICATIONS – In reference to items 2 and 3 within this Section, any application for the Hand-Up Pilot Program must be accepted with the understanding the program is offered in selected locations with specific child care providers.  If the applicant is not willing to enroll their child with a specific child care provider in one of the selected locations, they are not eligible for participation in the program and the application for the Hand-Up Pilot Program should be denied.
  • 1220.010.20 INTERVIEW PROCEDURES – In reference to item 6 within this Section, participation in the Hand-Up Pilot Program is with the understanding the program is offered in selected locations and specific child care facilities.
