When it is necessary to reduce a participant’s grant, the following applies:

1. Send the participant an advance notice of adverse action (IM-80) of the proposed reduction;
2. After the hearing decision is made or the time period for requesting a hearing has elapsed, take the necessary steps to reduce the grant; and
3. Notify the participant in writing confirming the change in grant.
