DISCUSSION:
Effective June 1, 2001, food stamp households certified for 24 months must be offered different options for deducting one-time medical expenses incurred during the certification period. 

When a household reports a one-time medical expense during the first 12 months of a 24 month certification, the household must be given the following options:

  • deduct the expense for one month,
  • average the expense over the the remainder of the first 12 months of the certification period, or
  • average the expense over the remaining months in the certification period. 
When the household reports a one-time medical expense after the 12th month of a 24 month certification period, offer it the following options:
  • deduct the expense for one month or
  • average the expense over the remaining months in the certification period.
The Food Stamp Manual is revised to reflect this change.
 
NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • File the revised manual pages.
