FOOD STAMP SAB AND BP ADJUSTMENTS
 
DISCUSSION:
The Supplemental Aid to the Blind (SAB) and Blind Pension grants increase effective July 1, 2001.  State Office will adjust the allotments of food stamp households with SAB or BP income. 

SAB AND BP ADJUSTMENT

The weekend of June 16, 2001, we will automatically adjust food stamp cases receiving Supplemental Aid to the Blind (SAB) and Blind Pension (BP).  All active and suspended cases on the July payroll as of June 16, 2001, will be adjusted.  Local office staff must budget the new SAB or BP grant for cases approved after June 16, 2001 with SAB or BP income.  When releasing benefits after June 17, 2001 on an expedited SAB/BP case that was automatically approved, use the new grant amount as appropriate.

Pending expedited FISUs for July 2001, will not be automatically adjusted.  Counties will receive a listing of all their pending July FISUs to manually adjust, if necessary.  The listing is titled "Expedited Approvals Pending for July 2001." Note:  The system will be able to automatically adjust all SAB/BP cases approved by the worker for the regular August payroll. 

After the adjustment, Fields 12 and 13 of FCAS will contain the new SAB or BP grant.  FCAS and FPAR will reflect a reason code of 66, Computer Budget Adjustment, with an action date of June 16th or 17th, 2001.  Counties will receive a listing of cases adjusted, cases suspended, and cases closed.

Households will receive notification of the change in allotment, closing, or suspension.  Below are sample notices.

FOOD STAMP ADJUSTMENT NOTICE
Effective July 2001, your household will receive an increase in Supplemental Aid to the Blind or Blind Pension cash grant.  The increase in the cash grant may decrease your food stamp allotment.

You have a right to a fair hearing about this reduction of your food stamp allotment.  If you feel the reduction is wrong, you may ask that your benefits not be reduced until the hearing is held.  However, if the hearing is not in your favor, you will have to repay the amount of the food stamp benefits you received while the hearing was pending.  To request a hearing, contact your local Division of Family Services office within 10 days of this notice.

FOOD STAMP CLOSING NOTICE
Effective July 2001, your household will receive an increase in Supplemental Aid to the Blind or Blind Pension cash grant.  The increase in the cash grant caused your income to exceed the maximum for food stamp eligibility.  Your food stamp case is closed effective June 30, 2001.

You have a right to a fair hearing about the closing of your food stamp case.  If you feel the closing is in error, you may ask that your case not be closed until the hearing is held.  However, if the hearing is not in your favor, you will have to repay the amount of food stamp benefits you received while the hearing was pending.  To request a hearing, contact your local Division of Family Services office within 10 days of this notice.

FOOD STAMP NOTICE OF SUSPENSION
Effective July 2001, your household will receive an increase in Supplemental Aid to the Blind or Blind Pension cash grant.  The increase in the cash grant caused your income to exceed the maximum income level to receive food stamp benefits.  You are eligible for zero benefits effective July 1, 2001.  You have a right to a fair hearing about the suspension of your benefits.  If you feel the suspension is in error, you may ask that your case not be suspended until the hearing is held.  However, if the hearing is not in your favor, you will have to repay the amount of food stamp benefits you received while the hearing was pending.  To request a hearing, contact your local Division of Family Services Office within 10 days of this notice.
 
NECESSARY ACTION:
  • Review this memorandum with all appropriate staff.
  • Review the adjustment listings upon receipt.
  • Review and adjust pending expedited FISUs for July, if necessary.
