Effective July 2001 households whose timely
food stamp applications were rejected because they failed to take a required
action to determine eligibility or benefit amount, must be cancel rejected
if the household takes the required action within the month following the
end of the certification period. The household must not be required
to complete a new Application for Food Stamp Benefits (FS-1). This
policy is effective for households whose certification expired in June
2001. This change is implemented due to changes in regulations recently
published by USDA.
Cancel Reject Procedure Complete the cancel reject transaction the same day the household provides information needed to determine its eligibility or benefit amount. Use FREJ to cancel reject timely re-applications that have been rejected. Sign on to FAPC to access FREJ. To access FREJ:
Process cancel reject cases within 20 days of receipt of the information. When completing the eligibility determination prorate benefits from the date the household takes the required action. To correctly prorate the benefits for the first month of certification, enter the date the household completed the required action as the date of application in FBCA. FSU5 transactions approving or denying a cancel rejected case may be entered on the same day as the cancel reject transaction is entered. Transactions entered more than 20 days after the date of receipt of the information are considered agency delay. Timely applications that were rejected for any reason other than failure/refusal to cooperate cannot be cancel rejected. New applications and non-timely applications cannot be cancel rejected. Household Returns Without Verification Households that request an application for Food Stamps in the month following the last month of certification that have not taken the required action on their previous application must complete a new Application for Food Stamp Benefits (FS-1). Reports The Production and Currency reports will be revised to gather data on cancel reject transactions. The Weekly Application Control Report will also be revised to reflect the new due date on cancel reject cases. These changes have not yet been completed. The Food Stamp Manual is revised to reflect these changes. |
