SUBJECT:
SENATE BILL 236 CHANGES TO THE GRANDPARENTS AS FOSTER PARENTS (GAFP) PROGRAM
TEMPORARY ASSISTANCE MANUAL REVISION #32. SECTION 0240.000.00-SECTION 0240.025.00

DISCUSSION:
Enclosed are the manual pages reflecting the changes from Senate Bill 236 for the Grandparents As Foster Parents (GAFP) program.  The changes include the new eligibility requirement of household income less that 200% of the Federal Poverty Level (FPL), the change in grant amounts, and the change in the way transportation will be viewed for reimbursement purposes.

TOTAL INCOME OF LESS THAN 200% OF FPL

This new eligibility requirement will take into consideration the household income.  This income differs from the Temporary Assistance assistance group income referenced in Memorandum IM-137 dated July 26, 2001.

The financial need of the child for whom assistance is sought must be determined.  The needs and income of the following must be considered when a financial determination is being made:

  • The child(ren) for whom GAFP is being sought
  • The guardian and spouse of the guardian
  • Any child(ren) for whom the guardian or the guardian's spouse have parental control
See Section 0240.015.00 Need for further explanations and an example.

NECESSARY ACTION:
  • Review this memorandum with all appropriate staff.
  • File the new manual pages in the Temporary Assistance Manual.
