DISCUSSION:
Food stamp policy for categorical eligibility is changed and clarified.  Regulatory changes no longer allow Missouri to confer categorical eligibility for an entire household if any member receives Temporary Assistance cash benefits.  Effective November 1, 2001, only the household member(s) receiving Temporary Assistance, SSI, SAB, SP, or GR is considered categorically eligible for food stamps, not the entire household.  The entire household remains categorically eligible if one member receives or is authorized to receive certain special support services. 

Services that entitle a food stamp household to categorical eligibility available under Community Partnerships are changed.  Dress for Success no longer receives the required funding to be included for expanded categorical eligibility.  Missouri Mentoring is still included in expanded categorical eligibility but the counties in which the program is available are changed.  The counties currently included are: St. Louis City and County, Phelps, Cape Girardeau, Scott, Boone, Greene, Buchanan, Pemiscot, New Madrid, Ripley, Butler, and Jackson. 

Funding for Foster Care payments and Independent Living assistance has changed.  These programs no longer receive the required funding to be included in expanded categorical eligibility. 

The remaining special support services continue to confer categorical eligibility to the entire household if any member receives or is eligible to receive one of the special support services. 

As a clarification to categorical eligibility policy, a household cannot be considered categorically eligible if:

  • a household member is disqualified for an IPV, unless the disqualified member receives GR;
  • a household member is disqualified for a felony drug conviction;
  • a household member is convicted of trafficking food stamp benefits of $500 or more;
  • found to have made a fraudulent statement or representation about identity or residency in order to receive multiple benefits simultaneously;
  • convicted of transacting food stamp benefits for firearms;
  • the head of household has been sanctioned for non-compliance with work registration or job quit; or 
  • considered institutionalized.  Residents of institutions jointly applying for SSI and FS may be determined eligible for SSI prior to release from the institution.  These individuals cannot be categorically eligible until released from the institution.
The Food Stamp Manual is revised to reflect changes/clarification to categorical eligibility policy.
 
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff. 
  • Beginning November 1, 2001, confer categorical eligibility to a Temporary Assistance, SSI, SAB, SP, and/or GR household if  all members receive Temporary Assistance, SSI, SAB, SP, and/or GR, or at least one household member receives certain special support services.
  • No longer include Dress for Success, Foster Care, and Independent Living for expanded categorical eligibility.
