The Division of Child Support Enforcement
(DCSE) needs notification from the Division of Family Services (DFS) when
a Non-Parent Caretaker Relative (NPCR) is approved for the Grandparents
As Foster Parents (GAFP) Program.
NPCR to GAFP In the DCSE system when a child leaves the parent's household and begins residing with a NPCR and the NPCR applies and is approved for Temporary Assistance the support order entered between the child's parents is said to "follow the child" to the NPCR's household. This means that DCSE will enforce the order between the child's parents on behalf of the state of Missouri as long as the NPCR receives Temporary Assistance for that child. However, if an NPCR is approved for GAFP on the child for whom they were receiving Temporary Assistance, the order between the parents no longer "follows the child." To ensure that enforcement actions are not completed in error and a new order is entered on the child's behalf, DCSE needs to receive notification of the change from Temporary Assistance to GAFP. Effectively immediately, IM staff will need to send a Communication Transmittal (IM-16) to DCSE informing them when a NPCR is approved for GAFP on a child for whom they were previously receiving Temporary Assistance. Sending the IM-16 will allow DCSE staff to complete appropriate updates of any support orders currently in place and initiate paternity and/or establish action again the child's biological parents. |
