MEDICAL ASSISTANCE COUPLE CASES
 
DISCUSSION:
Effective September 16, 2002, changes have been made to the IAPP/IMU5 system to require married couples to be combined in one Medical Assistance case.  If one spouse is eligible and the other is not, the system will require the non-eligible spouse to be on the case.  The non-eligible spouse is to be shown as an included person, level of care (loc) "Z", in field 13G of IMU5, Field 13G2 will require a space or a 0.  This change is being implemented to prevent spenddown couples from each paying the full amount of spenddown.

The casehead or payee must be an active Medical Assistance recipient.  If the payee loses eligibility for any reason the case must be closed and a new case opened in the name of the eligible spouse.  A new application will not be required.

This change only applies to MA cases using a two-person expense (817.00).  It does not apply to cases that always use a one-person expense such as BP, SAB, Vendor, MA-HCB, MA-WD, etc.

The Information Services Technology Division will produce a listing of potential MA spenddown spouse cases.  Staff should do an adjustment to combine the cases as soon as possible.  If the cases are separate on 10/1/02, DMS will look at the full client liability amount from each case.  If spenddown couple cases are separate when bills are received combine the cases in IMU5 and wait until the next day to enter coverage on the MSPA screen.

Non-spenddown spouse cases should be combined at the next review.

 
NECESSARY ACTION:
  • Share this memorandum with Income Maintenance staff as soon as possible.
  • Adjust spenddown cases as soon as possible to include both spouses.
