DISCUSSION:
This memorandum discusses changes to the Work First program in the JOBS system.  Effective September 16, 2002, Transportation Related Expenses (TRE) and Work Related Expenses (WRE) can now be entered in the JOBS system for Work First participants and rejected applicants.  With this change, it is no longer necessary to use a DBF-14 to issue TRE for rejected individuals on a regular basis.

Memorandum IM-21, Job System Changes, dated February 27, 2002, discusses changes to the PACT program in the JOBS system.  Many of those changes are now effective for the Work First program.

If an applicant obtains employment during job search and the Temporary Assistance application is rejected, the individual is eligible for TRE and WRE, as well as case management services.  These supportive services are allowed up to ninety (90) days after the last day of the month in which the Temporary Assistance application is rejected.

TRE and WRE are a reimbursement to assist the individual in maintaining their employment.  As this is not an entitlement, reimbursement of supportive services can be entered when the case manager and the individual determine it is necessary for job retention.

Work First components on the JCAT screen are:

Component 07 - Job Search

When an individual is determined job ready during a Temporary Assistance application and a Job Search Plan (IM-46) or Child Care Search Log (IM-47) is given to the applicant, immediately open Component 07 (Job Search) in the JOBS system on the JCAT screen.

The one time $25.00 TRE payment is paid through the JSSP screen, while the application is pending, before the Temporary Assistance application is approved or rejected.  This payment is intended to assist the applicant with transportation expenses used for job search.  Therefore, it is important to issue this payment as soon as the first week of job search is provided.

Job Search can be accomplished independently, or a referral can be given to the Division of Workforce Development (DWD).  A verbal or paper (IM-311) referral can be given to DWD at application explaining that this is an applicant for Temporary Assistance.  DWD will enroll the individual in Missouri Works where they can explore job leads and interests.

Component 13 - Unsubsidized Paid Employment/Paid Work Experience

Enter an applicant in Component 13 - Unsubsidized Paid Employment/Paid Work Experience, in the Work First program on JCAT when the individual receives employment and before the application is rejected.

TRE and WRE can be paid up to 90 days after the applicant receives employment and their application is rejected.  Pay these supportive services through the JSSP screen in the Work First program.

TRE will be limited to 90 days before the date of entry in JSSP.  No future dates will be allowed, as this is a reimbursement.  TRE can also be paid for the Work First program by using the codes of P (Bus Pass) and F (Forty-five miles one way TRE) on the JSSP screen.

NOTE:  The JSSH screen should ALWAYS be reviewed before entering TRE to avoid duplicate issuance.

The system has been updated to automatically enter a Y in the Non-Pay column for Component 13 after 90 days on the JCAT screen.  All components in the Work First program must be closed at the conclusion of supportive services timeframe.

NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • Review Memorandum IM-21, Job System Changes, dated February 27, 2002.
  • Pay Transportation Related Expense (TRE) and Work Related Expense (WRE) on JSSP for a rejected application due to employment.
  • Use only components 07 - Job Search and 13 - Unsubsidized Paid Employment/Paid Work Experience for Work First applicants.
