FOOD STAMP CERTIFICATION PERIODS
 
DISCUSSION:
Simplified reporting requirements currently apply only to earned income households.  We are in the process of making policy and system changes to expand simplified reporting requirements to all households other than migrants and seasonal farm workers and elderly or disabled households with no earned income.  To facilitate implementation of this policy change, effective immediately certify the following types of households for no more than six months:
  • all household members are included in an IM grant (cash assistance under Temporary Assistance or GR) - manual reference of 1130.030.10 and 
  • households that do not have special certification rules. 
Households that do have special rules for certification periods are those with earned income, zero net income, all members are elderly/disabled, migrant or seasonal farm worker.

For applications being processed in FAMIS the worker may need to shorten the certification period suggested by the system to six months.

 
NECESSARY ACTION:
  • Review this memorandum with all necessary staff.
  • Assign a six-month certification period as appropriate.
