CLARIFICATION OF GR CATEGORICAL ELIGIBILITY POLICY 
FOR FOOD STAMPS
 
DISCUSSION:
Memorandum IM-#192, dated October 23, 2001, regarding changes in categorical eligibility contained incorrect information.  The memorandum stated that only household member(s) receiving Temporary Assistance, SSI, SAB, SP, or GR are considered categorically eligible for food stamps.  GR should not have been included in that statement. 

The policy regarding GR categorical eligibility has not changed.  A GR individual cannot be categorically eligible unless all household members receive GR cash or a combination of Temporary Assistance, SSI, SAB, SP, and GR.  A GR individual is not categorically eligible if the other household members receive other types of income or no income. 

  • Example 1: Mr. A. and Mr. B. are in the same food stamp household.  Mr. A. receives GR and Mr. B. receives SSI.  The household is categorically eligible.  Use GR categorical eligibility rules for Mr. A. and regular categorical eligibility rules for Mr. B. 
  • Example 2: The same as above except Mr. B. has no income.  The household is not categorically eligible and Mr. A. is not categorically eligible since both household members do not receive GR or a combination GR and Temporary Assistance, SSI, SAB, or SP.

  • Review this memorandum with all appropriate staff.
