SYSTEM DELINKING OF TEMPORARY ASSISTANCE AND MAF |
DISCUSSION: |
The purpose of this memorandum is to notify
staff of the final conversion in the de-linking of Temporary Assistance
and Medical Assistance for Families (MAF). The conversion separates
MAF and Temporary Assistance in the IMU5 system by establishing a corresponding
MAF (C7-C9) case for each Temporary Assistance case (C1-C6) case.
Effective June 17, 2002 a family eligible for Temporary Assistance and
MAF/MC+ Healthcare will have two open cases in the system.
Note: Since MAF/MC+ eligibility requirements are less restrictive than Temporary Assistance, the system requires a person active on Temporary Assistance to also be active on MC+/Medicaid. A mass adjustment will be completed the weekend of June 15, 2002 to accomplish the final de-linking of cash and healthcare. The adjustment will not change cases in application status. If a Temporary Assistance/MAF application subsequently needs to be approved after the completion of the de-linking adjustment, register a separate MAF/MC+ (C7-C9) application in IAPP and approve the healthcare benefits for this family separately from the cash assistance case. Over the weekend of June 15, 2002 Data Processing will be establishing a separate MAF (C7-9) case reflecting 100% FPL budget for each Temporary Assistance active case. This will be changed to 77% FPL over the weekend of June 29, 2002. Effective June 17, 2002 the MAF eligibility on Temporary Assistance/ MAF combinations cases will no longer be determined under the C1-C6 case. It will be necessary to register a C1-6 application for Temporary Assistance and a C7-9 for MAF. Since cash only "A" level of care (LOC) currently means cash and TXIX, a new level of care will be in place for Temporary Assistance cases. Effective June 17, 2002 the "A" LOC will no longer be a valid LOC for Temporary Assistance. Cash eligible persons on Temporary Assistance who formally had "A" LOC will now be assigned a "$" LOC. NOTE: The "A" LOC code will continue to be valid for GR, MA-GR, SAB, BP, and SP cases. The attached chart reveals how the individuals on the C1-C6 cases will appear on the C1-C6 and C7-C9 cases after conversion. TEMPORARY ASSISTANCE CASES AFTER CONVERSION: The "A" LOC currently used will be discontinued and will no longer be a valid code for this category. It will continue to appear as a history code on cases that received before the de-linking. The "$" sign will not display dates of eligibility on IXIX because no Medicaid eligibility is connected to the "$". After this conversion, the only valid LOC codes for Temporary Assistance will be:
All existing GAFP cases with no cash eligible individuals will be converted to a C7-C9 case. After conversion these cases will have to be registered as a (MAF/MC+) C7-C9 case. The proper coding will still be necessary to distinguish these cases and an entry in field 13F is required for tracking purposes. If the case is coded incorrectly DBF-14's may be returned, as the case will not show as a GAFP case. MEDICAL ASSISTANCE FOR FAMILIES (MAF) AFTER CONVERSION: Since eligibility for healthcare will be established and maintained separately in C7-C9 cases, it will be necessary to register a separate application for MAF for any pending Temporary Assistance/MAF (C1-C6) applications after June 15. Use the application date that is on file for the Temporary Assistance application for the MAF application. There is no change in the way to process MAF only applications or cases. The change is that there are no longer any Temporary Assistance/MAF combination cases (C1-C6). Every MAF case is a MAF only case. Sanction codes, previously used with LOC "T" (other than "T") will no longer be used in connection with MAF. Those reasons applied to why the individual was not on cash. The IMU5 Code Sheet will be revised to reflect these changes. All MAF approvals will reflect "T" LOC with reason "T" (no sanction) in field 13G2. The valid reasons for sanctioning an individual ("S" LOC) on MAF/MC+ cases are:
Newborns born to a MAF recipient must be added to the MAF case as they can no longer be attached to the cash case. QMB and/or SLMB eligibility must be on the MAF case and should no longer be approved with a Temporary Assistance case. SYSTEM CHANGES: In order to insure cash eligible persons also receive MC+/Medicaid, some additional edits have been added. The following new edits will be put into place over the weekend of June 15, 2002. Individual edits: 83 - CASH IND OPENING-NOT ACTIVE ON TXIX, WILL PROCESS OVERNIGHT IF TIXIX APPROVAL ENTERED occurs when approving an individual for cash and the individual is not active on TXIX. 100 - TXIX IND CLOSING ACTIVE ON CASH. WILL PROCESS OVERNIGHT IF CASH REMOVAL ENTERED occurs when trying to close an individual from XIX while active on cash. Case Edit: 442 - IND ACTIVE IN ANOTHER CASE occurs when closing (case action 29) TXIX case when cash case is active. Effective June 17, 2002 the following additional changes will be in place:
