Effective July 1, 2002, the policy
regarding prohibiting the increase in food stamp benefits when an individual
fails to comply with program requirements or commits fraud in a means-tested
program is revised. The revisions are as follows:

The individual must be receiving food stamp
benefits at the time the failure to comply with a program requirement in
the means-tested program occurs.
Example- Mr. J receives Temporary Assistance
but does not receive food stamp benefits. Mr. J fails to comply with
a job search requirement and his Temporary Assistance grant is reduced
for July. In August, Mr. J applies for and is eligible for food stamp
benefits. Budget the reduced Temporary Assistance grant for the food
stamp household as Mr. J was not receiving food stamp benefits when his
Temporary Assistance grant was reduced.

This policy no longer includes the SSI program.
If an individual reports that SSI benefits are decreased or terminated,
budget the amount of SSI benefits the individual receives, not the amount
they were previously receiving. County staff are no longer required
to determine the reason the SSI was decreased or terminated.
