IM MANUAL REVISION #14: SECTION 800.000.00, MA
DISCUSSION:
Part of the Medical Assistance (MA) policy manual has been moved to the intranet as Section 800.000.00.

Section 800.000.00 replaces the current Chapter VI of the Income Maintenance manual as the policy manual for MA.  Continue to refer to Chapter VI and the appropriate memorandums (listed in the on-line manual) for the following sections that have not been completed:

  • Vendor eligibility - Section IV, pages 15-46c
  • MACC - Section X, pages 65-71
  • QDWI - Section XI, pages 72-77
  • QMB - Section XIV, pages 88-104 
  • SLMB - Section XV, pages 105-113 
  • Eligibility based on receipt of HCB waiver services - Memorandums
  • MOCDD (Sara Lopez) Waiver - Memorandums
  • MA-WD - Memorandums
The new MA manual includes policy changes implemented by memorandum since the last manual revision.  The on-line manual also contains the following clarifications that were not previously issued by memorandum:
  • When a spenddown claimant's health insurance is through a managed care plan, such as an HMO, only co-pay amounts are allowed to meet. Section 0810.010.15.
  • An explanation of how to allow the cost of rented durable medical equipment for spenddown. Section 0810.010.15.05.
  • Income and resources of a parent are not deemed when absence is not temporary.  A definition of a "Temporary Absence" is added to the manual.  Section 0805.020.05.
  • After all income exclusions, exemptions and deductions are allowed on the MA budget, round the remaining income down to the nearest whole dollar amount to determine the adjusted gross income. Section 0805.015.00 and - 0805.015.40.
NECESSARY ACTION:
  • Discuss this memorandum with all appropriate staff.
  • This manual section replaces Chapters VI of the paper manual.
  • Begin using the on-line sections 800.000.00 as the official policy for MA.
