FOOD STAMP EBT CONVERSIONS
DISCUSSION:
Effective September 2, 2003, food stamp benefits in an EBT account will no longer be converted to food stamp coupons when an EU moves out of state. 

U.S. states and territories were required to have EBT systems that were interoperable with QUEST systems by October 2002.  The majority of states now have systems that accept the Missouri EBT card.  Major retailers in most states accept our card. 

The following states or territories are not interoperable with the Missouri EBT card:

  • Guam;
  • Ohio;
  • Puerto Rico; and 
  • Wyoming.
Guam will be converting to EBT in mid-2004.  When converted, Guam will have an interoperable system.

If an EU member reports the EU is moving out of state and requests food stamp coupons, advise the EU of the following. 

  • Missouri's EBT card is accepted in most states and U.S. territories.
  • Major food chain retailers usually accept Missouri's EBT card.  If a retailer can accept debit or credit cards, there is a very good chance the retailer can accept the Missouri EBT card. 
  • If the EU can complete a balance inquiry at a retailer, the retailer probably accepts the Missouri EBT card. 
  • If the EU moves to one of the states or territories listed above, the EU must use their benefits in Missouri before they leave or purchase food in areas or states that accept our card during their move.
If an EU cannot locate a retailer who accepts the Missouri EBT card, contact the Food Stamp Program and Policy Unit.  The Food Stamp Program and Policy Unit will try to locate a retailer near the EU that accepts the Missouri EBT card.

The on-line General Information, EBT Manual section 0150.040.15 is revised.
