DISCONTINUE USE OF THE FOOD STAMP CLAIM CHANGE (CARS-7) FORM
DISCUSSION:
Effective immediately discontinue use of the FOOD STAMP CLAIM CHANGE (CARS-7) form.  This form was used: CHANGING FROM PROGRAM 12 to 11

The program for a food stamp claim is changed from Program 12 (IHE), to Program 11(IPV), when there has been a legal determination that the claim was an intentional program violation.  This is done through court order, or through the administrative hearing process only.  The update can be made by county staff and is done on the Claim Change Information (OVCC) screen.  Record the reason for the change on OVNA.

Access is denied if the claim has been certified for the Treasury Offset Program.  If access is denied, Email the request to Nancy E. Young in the Food Stamp Program and Policy Unit.

CHANGING BEGINNING BALANCE

The beginning balance of a food stamp claim is not changed.  If the balance is to be increased, create a new claim for the additional amount.  If the balance is to be decreased, submit a CARS-2 with a code 22 transaction, and the amount of the decrease.  Record the reason for the increase/decrease on the OVNA screen.  For clarification of how to increase or decrease a claim balance refer to Memorandum IM-#108, dated 08/11/03.

NECESSARY ACTION:
  • Share this memorandum with appropriate staff. 
  • Discontinue use of the FOOD STAMP CLAIM CHANGE (CARS-7) form and destroy/recycle existing supply.
