SANCTION/DISQUALIFICATION SCREEN CHANGE
DISCUSSION:
Effective November 3, 2003, a new field is added to the Sanction/Disqualification screen (FMAM).  The CAT (category) field is added due to new federal requirements for reporting IPV disqualifications to FNS.

An entry is required in this field for disqualification types of CDQ (court disqualification), HDQ (hearing disqualification), and WHC (waiver of hearing).  Entries are not allowed in this field for any other type of disqualification or sanctions.

The three category entries for this field are:

  • Trafficking (Administrative finding) - TAF.  Use this code when the individual signs a waiver or is determined to have used benefits in a manner for which food stamp benefits were not intended.
EXAMPLE:  Ms. A was determined to have used food stamp benefits to purchase food for her catering business.  Food stamp benefits are intended to be used for purchasing food for the EU, not for individuals outside of the EU or for business.
  • Application/Non-report fraud - ANF.  Use this code when the individual signs a waiver or is determined to have provided false information at application or purposely did not report information.
EXAMPLE:  Mr. B applied for food stamp benefits on August 6, 2003.  He did not tell his caseworker that he was employed.  His application was approved for six months with no income budgeted.  Mr. B has been disqualified for providing fraudulent information at application.
  • Other IPV - OPV.  Use this code when the individual signs a waiver or is determined to have committed an intentional program violation other than trafficking, application fraud, or non-report fraud.

  • Review this memorandum with appropriate staff.
