POLICY CHANGE STANDARD UTILITY SECTION 1115.035.25.25, HOUSEHOLDS SHARING UTILITIES; FOOD STAMP MANUAL REVISION #9
DISCUSSION:
Effective March 1, 2003, when two or more Eligibility Units (EUs) share a residence and share one or more of the utility costs, each EU may receive the full appropriate utility standard.  Do not prorate utility standards over the number of EUs sharing the expense.

Continue to prorate the utility standard for EUs in which there is a disqualified individual, ineligible immigrant, or ineligible student

For Legacy counties, do not enter a prorated entry in FEXP or FBCA.  If there is a disqualified or ineligible EU member, prorate as appropriate.

For FAMIS counties, on the Utility Expense Standard screen (FMXJ), in the "Prorate Over EUs" column, always enter "01". 

Section 1115.035.25.25 of the online Food Stamp Manual has been revised to reflect the change in policy.  A hard copy of the Food Stamp Manual is not provided at this time.

NECESSARY ACTION:
  • Review this memorandum with all appropriate staff.
  • Allow the appropriate utility standard for each EU in the household.
  • Continue to prorate the utility standard for EUs with disqualified or ineligible EU members.
