CLARIFICATION OF OVERDUE ALERT IN FAMIS FOOD STAMPS
DISCUSSION:
When an initial, second month, or a non-timely recertification food stamp application is pending beyond 30 days in FAMIS, the case is placed on delay and a notice is sent to the eligibility unit (EU) of the information needed to process the case.  The EU is given 60 days from the date of the application to provide the needed information.  The worker receives an alert stating "APP IS OVERDUE WORKER ATTENTION REQUIRED".  A "Y" appears in the overdue column of the Alert Reminder (FM7M) screen.

No action is required by the worker.  The alert is to notify the worker the case is overdue and is pending.  The deadline to process this application in a timely manner has passed.  Review the case as soon as possible.  If information is available to process this case, complete the eligibility determination.  If the interview has been completed and information has not been received, do not initiate action to reject the case.

The delay code entered by the system is an agency delay.  If the delay is the fault of the EU, the worker must change the delay code to client delay prior to approving the case.  This change must be made before the eligibility determination is run.  If the delay code is not changed to client delay, the EU incorrectly receives  food stamp benefits for the first month.  When the authorization of the case is complete, the delay code cannot be updated.  For instructions, go to FAMIS user guide "ENTERING A DELAY CODE ON A FOOD STAMP CASE".

On the 61st day following the date of the application, if the information has not been received and entered into FAMIS, the system rejects the application and sends the FA-150 notice.  If the requested information is supplied prior to the 61st day, but additional information is requested, the EU is entitled to ten days to supply the additional information.  The application is rejected by the system when the time to supply the additional information has passed.

Example:  An initial food stamp application is completed in FAMIS on the 11th of November, 2002.  The interview is completed and the EU is generated a request to provide proof of income.  The EU does not provide verification.  On the 31st day (December 12, 2002), FAMIS generates an alert.  The worker reviews the case and finds the verification has not been received.  No action is taken by the worker.  Since the 61st day falls on Saturday, the case is rejected by FAMIS on Monday, January 13, 2003.
If a case is in the controlled flow, the system will not take the rejection action.  The worker enters a worker initiated rejection on the appropriate day, according to current policy.  For instructions go to the FAMIS user guide "WORKER INITIATED REJECTION".   

An initial, second month, or non-timely recertification food stamp application may be rejected on the 30th day following the date of the application if the worker has scheduled one interview, sent a notice of missed interview, and the eligibility unit has failed to complete the interview.  The worker enters a worker-initiated rejection. 

A timely recertification for food stamps is rejected by FAMIS on the 1st work day following the last month of the certification period if the requested information is not entered into FAMIS, unless it is in the controlled flow.  If the case is in the controlled flow, the worker enters a worker-initiated rejection.
If a request to supply additional information extends past the 1st work day following the last month of the certification period, the application is not rejected until the deadline to supply information has passed.
 

NECESSARY ACTION:
  • Review this memorandum with appropriate staff.
  • When the alert "APP IS OVERDUE WORKER ATTENTION REQUIRED" is received, review the case.  If interview has been completed and information has not been provided to process the case, do not initiate action to reject the case.
