SIMPLIFIED REPORTING FOOD STAMP EUS RECEIVING IM CASH ASSISTANCE
DISCUSSION:
Questions have arisen regarding action required when a simplified reporting food stamp EU who also receives Income Maintenance cash assistance reports a change.  This memorandum is to clarify the action required.

Food stamp policy is to act on all changes in the IM cash grant and the changes related to the change in the IM cash grant.  Do not act on changes reported by a simplified reporting EU that do not affect the cash grant simply because the EU receives an IM cash grant.  For example, if a simplified reporting EU that receives an IM cash grant reports a change in rent or other shelter expenses, those changes do not affect the EU's IM cash grant.  Do not act on the change only because the EU receives an IM cash grant.

Evaluate reported changes that do not impact the IM cash grant and act on them if:

  • the change was reported on the food stamp application,
  • the change is verified upon receipt,
  • the change results in an increase in food stamp benefits,
  • the gross monthly income for the EU exceeds 130% of poverty,
  • an ABAWD EU member's number of hours worked falls below 20 hours per week averaged,
  • an EU member voluntarily quit their job without good cause,
  • an EU member reduced their number of hours worked without good cause,
  • an EU member is sanctioned or disqualified,
  • an EU member left the EU and is applying for benefits in another EU, or
  • the EU voluntarily requests it's case be closed.
Take action when a simplified reporting EU is approved for IM cash assistance.  For example, an EU applies for food stamps and IM cash assistance at the same time.  The food stamp case is approved and is a simplified reporting EU.  The cash assistance is later approved.  Take action to add the cash grant to the case.  Add the cash grant to the food stamp case when an active food stamp EU member or members apply for cash assistance during the food stamp certification period and are approved for IM cash assistance.

Continue to take action on the food stamp case when a reported change affects the IM cash grant.  Also act on the changes that affect the IM cash grant.
