Effective November 8, 2004, the following changes are made in FAMIS regarding resources.
- The following liquid resources are excluded from the Food Stamp Program.
- Individual Development Accounts (IDAs) – FAMIS type code DA
- Individual Retirement Accounts (IRAs) – FAMIS type code IR
- Keogh Plans – FAMIS type code KO
Enter the IDA, IRA, or Keogh Plan resource on the Liquid Resource (FMW0) screen. FAMIS knows to exclude the resource from the Food Stamp eligibility determination. This is a change to Food Stamp Policy. Source code DA (IDA) is a new code and can be added to the Liquid Resource (FMW0) screen when an EU has an IDA. Source codes IR (IRA) and KO (Keogh Plans) are current codes. FAMIS will update the included resource to excluded resource at the next eligibility determination on active cases.

- The following type codes are added to the Personal Property (FMW2) screen.
- Jewelry – FAMIS type code JE
- Household furnishings – FAMIS type code HH
Enter JE (jewelry) code only for jewelry other than wedding rings, engagement rings, watches, and costume jewelry of limited value. Incorrectly entering the value of wedding rings, engagement rings, watches, or costume jewelry of limited value will cause the Temporary Assistance resource determination to show incorrect results.
Enter HH (household furnishings) to capture the value of the EU’s household furnishings. If the household furnishings are in use, enter usage code PU (personal use). FAMIS excludes these resources for Temporary Assistance. If the household furnishings are not in use, enter usage code NU (not in use). FAMIS includes these resources in the Temporary Assistance resource determination.
Both jewelry and household furnishings are excluded for the Food Stamp Program.
FAMIS knows whether to include or exclude the resource based on the type code and program type.

- The way vehicles are recorded in FAMIS is changed.
Record the following vehicles on the Vehicle (FMW3) screen:
- automobiles (type AU);
- motorcycles (type MC):
- trucks (type TR); and
- all-terrain vehicles (type RV).
Record the following recreational vehicles on the Personal Property (FMW2) screen:
- campers/trailers (type CP);
- motor homes (type MH); and
- trailers (utility/boat/etc) (type TL).
FAMIS excludes all vehicles on the Vehicle (FMW3) and Personal Property (FMW2) screens from the Food Stamp resource determination.
FAMIS excludes the first vehicle and up to $1500 equity value of the second vehicle on the Vehicle (FMW3) screen for the Temporary Assistance resource determination. FAMIS includes the equity value of recreational vehicle listed on the Personal Property (FMW2) screen unless a usage code that excludes the resource is entered.
The Food Stamp Manual sections 1100.000.00, 1110.020.10, 1110.020.40, 1110.020.42, and 1110.025.00 are revised. The revision includes the change in policy discussed in this memorandum for IDAs, IRAs, and Keogh Plans. The revision also includes adding FAMIS procedures and screen information. The remaining Food Stamp Manual sections regarding other resources are being revised and will be available upon completion.
