SUBJECT:
NATIONAL NEW HIRE MATCH
DISCUSSION:
Effective Monday December 19, 2005, the National Directory of New Hires (NDNH) monthly match is being implemented for active Temporary Assistance payees and second parents. This match is for Temporary Assistance only and cases in combination with Temporary Assistance. This match will not display for food stamp, Child Care and Medicaid only cases. Information received through this match will help staff identify unreported income from other states. The NDNH match contains new hire (W-4), quarterly wage, and unemployment insurance information for employees in both the public and private sector for all States.
Similar to the Missouri State New Hire match process, information received through the NDNH match will display on the FAMIS Interface (FMK0) screen. When the information becomes available, a reminder will display on the Alert Reminder List (FM7M) screen. Staff are not required to print the information and store it in the paper case record as this information will remain available in FAMIS. Follow the same procedures for the NDNH match as those being used for the Missouri State match.
- Evaluate the income information received to determine the impact on the case(s).
- If the information is already known to the agency, review the case for necessary changes. Obtain verification if the reported income budgeted differs from the amount received in the match and adjust the amount being budgeted in the system, when necessary.
- If the information is not known to the agency, request verification and budget the income on the Temporary Assistance case and on any other programs in combination with Temporary Assistance.
- If verification is not received, begin the adverse action process to close the case due to failure to cooperate.
- If the information is already known to the agency, review the case for necessary changes. Obtain verification if the reported income budgeted differs from the amount received in the match and adjust the amount being budgeted in the system, when necessary.
The FA-316 is being developed for caseworkers to use to verify the information received from the match. This form is similar to the FA-315 currently in place to verify information received through the State New Hire match process. A memo will be sent to notify staff when this form becomes available.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Take necessary action when information from the match is received.
