SUBJECT:

CERTIFICATE OF CONSULAR REGISTRATION
MATRICULA CONSULAR (MCAS) ID CARD

DISCUSSION:

Mexican nationals who live in the United States can obtain a form of identification called a Matricula Consular ID card. In order to obtain this document, the applicant must appear in person at the consular office and present several documents showing proof of nationality and address.

While the Matricula Consular ID card is considered acceptable verification of identity, proof of nationality, and/or proof of address (which may or may not be current) in a given consular district, it is NOT acceptable verification of legal immigration status in the United States. To be eligible for food stamp benefits, an individual must meet both qualified and eligible criteria.

Continue to follow verification procedures outlined in Food Stamp Manual Section 1105.010.12 and 1105.097.00 to verify if an individual is a qualified and eligible immigrant.
