SUBJECT:
TRANSFER OF TEEN PARENT WORK ACTIVITIES TO DWD
DISCUSSION:
Beginning September 1, 2005, all teen parent payees and second parents coded as “T” and “F” will be referred to the Division of Workforce Development (DWD) for enrollment in work activities. To help facilitate the transition of the teen parents to DWD, Family Support Division (FSD) staff will continue to issue supportive service payments for these participants for the month of September, 2005even if the teen parent has enrolled with DWD. Effective October 1, 2005, DWD will assume responsibility for the enrollment in and tracking of work activities and the issuance of supportive service payments for teen parents.
FSD Responsibilities
Continue to use both the “T” and “F” work requirement codes to indicate whether the teen parent is currently attending an educational activity.
- T - Teen parent under age 18 AND attending an educational activity. The months in which these individuals are coded as “T” do not count toward their lifetime limit.
- F – Teen parent not attending an educational activity. The months in which these individuals are coded as “F” count toward their lifetime limit.
It is important that all teen parent coding be correct in FAMIS prior to the case being referred to DWD. Use the caseload listing to review and update the work requirement code, component activities and education information for all teen parents no later than August 31, 2005.
On September 30, 2005, FAMIS will automatically close all open components for teen parents coded as “T.” Once the components are closed, FSD staff are not to reopen or issue supportive service payments after September 30, 2005.
DWD ACTION
On August 19, 2005 a letter is being sent by DWD to teen parents with the work requirement code of “T.” The letter is to inform them that services will be provided through an agency providing workforce services within their local area. The teen parent can expect to receive a letter from that local agency shortly after September 1, 2005 asking them to contact the agency to continue receiving services that will assist them in obtaining their goals.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Review teen parent cases using the TA Caseload Listing to ensure the correct work requirement code, component activities and educational information are entered by August 31, 2005.
- Continue paying TRE to teen parents attending a work activity through September 30, 2005.
- Answer teen parent’s questions regarding this change and encourage them to enroll in CAP before September 30, 2005.
