NEW MESSAGE FOR EXPEDITED SERVICE DISCOVERY DATE

DISCUSSION:
Effective August 29, 2005, a new message has been added to FAMIS for the Food Stamp Program by the suggestion of county office staff. The new message “Expedited Issuance-Check Discovery Date” alerts workers to check the discovery date when the application date is different from the date of the APEX (approval for expedite) action. This message appears on the Action Authorization (FM3H) screen. Prior to authorizing the benefit, review the discovery date to ensure the correct discovery date is entered. If the correct date is not in the Date of Discovery field, update the date. Record a comment if the discovery date is different from the application date on the Action Authorization (FM3H) screen.
EXAMPLE: Ms. Smith applies for food stamps on 07/02. She is screened for expedited services at the time of application and does not meet expedited criteria. On 7/15, she reports that she was laid off from her employment on 7/10. Ms Smith will receive only 2 checks totaling $210.50 in July. Ms. Smith has no liquid resources and has shelter costs of $602.00 per month, therefore Ms. Smith shelter costs exceeds her monthly gross income and resources. Her application must be expedited for the month of July with a discovery date of 07/15. The worker enters a comment regarding the discovery date on the Action Authorization (FM3H) screen and processes the case.
The Food Stamp Manual section 1125.015.00 CHANGES REPORTED ON A PENDING APPLICATION/DATE OF DISCOVERY is revised to include this change.
