TA WORK REQUIREMENT AND TA WORK REQUIREMENT HISTORY SCREENS
DISCUSSION:
Effective July 10, 2006, the Component Activity (COMPACT/FM8B) Screen is modified and is renamed TA Work Requirement. Additionally, the TA Work Requirement History (FM8C) Screen is added to provide a history of the individual’s work requirement code entries.
TA WORK REQUIREMENT SCREEN (FM8B)
All parents and caretakers applying for/receiving Temporary Assistance are required to engage in work so their children can be cared for in their own homes. When an individual applies for Temporary Assistance, it is the responsibility of the Eligibility Specialist to assist the individual and determine his/her job readiness. Unless exempt, applicants/participants age 18 or older must engage in work once the state determines them work ready. This determination is derived from the completion of the Individual Assessment (IM-309I) for the payee and second parent. The screen appears in the Temporary Assistance application control flow for the head of household and second parent. This screen captures the Work Requirement Indicator, which identifies the individual as being managed by the Division of Workforce Development (DWD), exempt, temporarily excluded, or extended. This screen does not display for individuals with a role of PO or IC.
As the Family Support Division (FSD) no longer provides case management services in an effort to move participants toward becoming work ready, the area which captured component activities is removed.
Additional modifications to this screen are listed below:
- The question “Has IM-309 been completed/reviewed in the past 90 days (Y/N)?” is removed. This message previously displayed when the work requirement indicator was changed from Exempt (E) or Mandatory (M), to a DWD Work Requirement Indicator of “D” (referred to DWD) or “W” (volunteer referred to DWD).
- Changes for individuals receiving more than 60 months are as follows:
- The extension reason of 23 – Special Circumstances was made obsolete per IM Memorandum IM-71, dated 06-30-05. As a result, code 23 is no longer a valid extension code in the system.
Individuals currently coded with this extension reason must be evaluated and updated with appropriate codes. Determine if the individual continues to be eligible for an extension or an exemption. If the individual does not qualify for another extension or exemption, take appropriate actions to close the Temporary Assistance case as the individual has received more than 60 months. A listing of individuals coded with this extension reason is being sent to county offices and a new determination of whether the individual qualifies for a different extension or exemption reason should be completed by July 28, 2006.
- The extension reason of 23 – Special Circumstances was made obsolete per IM Memorandum IM-71, dated 06-30-05. As a result, code 23 is no longer a valid extension code in the system.
- The following exemption reasons are allowed for individuals who have received Temporary Assistance for more than 60 months:
- “E” (Exempt) or
- “W” (Volunteer Referred to DWD) with exemption reasons:
- 05 - Needed in the Home to Care for a Disabled Individual
- 06 – Permanently Disabled
- 07 – 60 Years of Age or Older
- When an individual has received the exemption for a child under 12 months for more than 12 months, FAMIS will review the Supercase members. If a child is found under 12 months, FAMIS will change the exemption code to “02 – Custodial caretaker of a child under 12 months of age for more than 12 months.” If a child under 12 months is not found in the Supercase, FAMIS will change the work requirement code to ‘D’; automatically referring the individual to DWD.
- Individuals with temporary barriers of transportation and child care are no longer valid exclusions and these individuals are referred to DWD. As a result, the following temporary exclusion codes are removed from FAMIS:
- 1 – Transportation, and
- 2 – Child Care
- Delete functionality has been added to this screen. Action code of “D” - Deletion is added. The delete function will delete all information on the TA Work Requirement Screen when used. If the individual was previously referred to DWD, a closing code will be sent in the overnight batch when the code is deleted or changed to a FSD code.
- The re-evaluation date field is now available to be used for both extension and exemption reasons. This field is optional for an exemption reason and remains mandatory when an exclude or extended reason is entered.
TA WORK REQUIREMENT HISTORY SCREEN
The new TA Work Requirement History (FM8C) Screen displays a history of work requirement indicators for tracking purposes for payees and second parents. This screen displays the work requirement indicator, exempt reason, exclude reason, extension reason, re-evaluation date, the user ID, the timestamp (date and time an entry was made), and a delete indicator which indicates when a code has been deleted. History information will display back to FAMIS conversion. This screen is accessible by pressing PF15 from the TA Work Requirement Screen.
This screen displays the same information that was available on the Work Requirement History Report and as such, that report is now obsolete and will no longer be produced or available in the Managed Reporting area.
REMINDERS FROM DWD
A new reminder from DWD is added. The reminder is #40 – Teen Parent NOT Participating in an Educational Activity. Instruction on the reminder states the eligibility specialist is to:
- Update the Work Requirement code on the COMPACT (FM8B) Screen to F – Teen Parent Not Attending an Educational Activity.
- Review and update school information on the EDINFO (FMAJ) Screen.
Comments entered by DWD staff will display on this reminder as well.
The following DWD reminder instructions have also been modified:
- #033 – Individual Has Participated Satisfactorily for 2 Consecutive Weeks To Resolve Sanction
- FAMIS completing budget adjustment removing 25% sanction.
- FAMIS completing budget adjustment removing 25% sanction.
- #037 – Teen Parent Currently Attending An Educational Activity

Individuals referred to DWD for assistance in becoming work ready were previously referred back to FSD when they had met an exclusion reason for 12 months. This process is obsolete. DWD will now continue to serve these individuals and as such, they will not be referred back to FSD. Therefore, the following reminders which referred individuals back to FSD will no longer be received:
- RTD – Temporarily Disabled,
- VDB – Victim of Domestic Violence and
- ACS – Active with Children’s Services
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Review cases that currently have an extension code of 23 and determine by Friday July 28, 2006, if they remain eligible for an extension or an exemption and continue to met all Temporary Assistance eligibility factors.
