SUBJECT: ELIGIBILITY START DATE ADJUSTMENTS FOR MC+ FOR CHILDREN'S HEALTH INSURANCE (CHIP) PROGRAM

DISCUSSION:

On September 28, 2007, the Center for Medicare and Medicaid Services (CMS) approved a new State Children's Health Insurance Program (SCHIP) plan for Missouri to allow the changes authorized in SB 577 (2007). Uninsured children in families with gross income not exceeding 150% FPL (LOC 1 in the legacy system, CHIP0 in FAMIS) became eligible to receive coverage beginning the first day of the month of application. Previously, children eligible for LOC1/CHIP0 were determined eligible no sooner than the date of application.

Children in families with gross income up to 150% FPL that applied for MC+ for Children in the month of September, 2007 and were approved prior to September 28, 2007 have had their eligibility start dates systematically adjusted to September 1, 2007. Letters are being sent the week of October 15, 2007 to the families affected by this change. See the attached Medicaid Action Notice pdf logo sent to families in Legacy; similar letters are being produced in FAMIS (FA-450).

No paper reports will be generated for this adjustment. Notices for cases affected in legacy are available in MOBIUS. Notices for cases affected in FAMIS are available on FMVM (DOCQUE).

NOTE: Children in families with gross income up to 150% FPL are now also eligible for prior quarter coverage, but not prior to September 1, 2007 (refer to Income Maintenance Memorandum IM-99, 10/02/07). Children whose eligibility dates have been systematically adjusted are not eligible for coverage prior to September 1, 2007.
