DISCUSSION:

The Resources section of the Food Stamp Manual is revised. The revision includes clarification of policy, formatting changes, adding FAMIS processes and procedures, and changing household to EU. The revisions are as follows.

• The process for excluding current month's income or outstanding checks was added to section 1110.000.00 Resources.

• The procedure for entering joint owners was added to 1110.015.00 Jointly Owned Resources.

• The procedure for entering an EU's home in FAMIS was added to 1110.020.05 Home.

• The section 1110.020.15 Burial Plots, Life Insurance, and Prepaid Burials has been divided into three sections: 1110.020.15 Burial Plots, 1110.020.16 Life Insurance, and 1110.020.17 Prepaid Burials. FAMIS screens and procedures were added to each section.

• FAMIS screens, procedures, and codes were added to the following sections:

  • 1110.010.00 Persons Whose are to be Considered;

  • 1110.020.20 Real and Personal Property;

  • 1110.020.25 Business Property;

  • 1110.020.45 Trusts and Inaccessible Resources;

  • 1110.020.50 Averaged Income as an Excluded Resource;

  • 1110.020.55 Legal Restrictions; and

  • 1110.035.10 Period of Disqualification.

• Formatting changes were made to the following sections:

  • 1110.020.30 Governmental Payments;

  • 1110.020.35 Indian and Alaskan Native Payments;

  • 1110.035.00 Transfer of Resources; and

  • 1110.035.05 Transfers Not Affecting Eligibility;

NECESSARY ACTION:

• Review this memorandum with appropriate staff.
