DISCUSSION:
The following screen changes and additions are being made as a result of the implementation of the Family Medical Assistance Programs in FAMIS.
- Supercase Member Clearance (FM0E or SCMBR)screen
- IM Joint Custody (FM16) screen
- Person Detail (FM0I or PRSNDTL) screen
- Away From Home Driver Question and Detail (FM8F or AWAYHOME) screen
A new process has been created to capture information about individuals practicing joint custody. With the integration of the Family Medical Assistance Programs into FAMIS, this new process applies to both Temporary Assistance and Family Medical Assistance joint custody situations. The policies regarding joint custody have not changed. To review the policy governing joint custody situations, refer to the Online Manual at 0205.050.10.10 for Temporary Assistance and 0905.012.10.05 for Family Medical Assistance programs.
As a result of the new process to reflect joint custody cases, active Temporary Assistance cases should be reviewed at the next application/reinvestigation or budget adjustment to determine whether or not it is a joint custody case. If the family is practicing joint custody, complete the steps identified below to reflect this in the system. There will be no automatic update of active Temporary Assistance joint custody cases as there was previously no way to identify these types of cases in the system.
Supercase Member Clearance (FM0E or SCMBR) Screen
Once a determination is made that a family is practicing joint custody, the parent not physically residing at the Supercase address and other household members residing with that parent are added to the Supercase and details about all individuals involved in the joint custody situation are captured (refer to the Online Manual for the current joint custody policy). Once the individual(s) not physically residing in the home are added to the Supercase Member Clearance (FM0E or SCMBR) screen, all relationships between Supercase members must be established, marital status for individuals age 18 or older must be entered for Temporary Assistance applications, and the address for the parent living outside the Supercase must be entered on the Person Detail (FM0I or PRSNDTL) screen prior to pressing F18=JNTCSTDY to enter the details on the IM Joint Custody (FM16) screen. It is important to make these entries prior to entering information about joint custody on the IM Joint Custody screen, as once the information is entered the members not physically residing in the home will no longer display on the Supercase Member Clearance screen.
Members of the joint custody case who are not residing at the Supercase address become "virtual Supercase members". They will no longer appear on the Supercase Member Clearance (FM0E) screen and the system will end date them on the Supercase Resident Maintenance (FM0L or INHOME) screen with a reason code of "JTC" (Joint Custody). The income of the parent who is not residing at the Supercase will be considered in determining eligibility for the dependent child(ren) for whom coverage is requested; his/her eligibility for assistance will also be explored, if requested. Other members of the parent's household who are not residing at the Supercase address may be included as optional assistance group members when exploring eligibility for the dependent child.
A Joint Custody indicator has been added to the Supercase Member Clearance (FM0E or SCMBR) screen. The system populates this field with a “Y” or “N” based on the information entered on the IM Joint Custody (FM16) screen.
IM Joint Custody (FM16) screen
The IM Joint Custody (FM16) screen has been developed to capture the details about the parents and children involved in the joint custody situation. To access this screen, press F18=JNTCSTDY.
A "Y" is entered in the “Joint Custody” field only for the dependent child for whom joint custody is being exercised. Enter "N" for all remaining individuals. Enter "Y" or "N" in the “Out of SCN(Y/N)” field to indicate whether the individual(s) physically resides at the Supercase address. Once the information is added to the IM Joint Custody (FM16) screen, the individuals not residing at the Supercase address will no longer appear on the Supercase Member Clearance (FM0E or SCMBR) screen. When FAMIS removes the individual(s) from the Supercase Member Clearance(FM0E or SCMBR) screen, the system will end date the individuals with a reason code of "JTC" (Joint Custody) on the Supercase Resident Maintenance (FM0L or INHOME) screen. Although the individuals will show as end dated on this screen, s/he will continue to display throughout the controlled flow in order to capture necessary information to determine eligibility for the dependent child for whom joint custody is being exercised. The income of the parent who is not residing at the Supercase will be considered in determining eligibility for the dependent child for whom coverage is requested. The parent's eligibility for assistance will also be explored, if requested. Other members of the parent's household who are not residing at the Supercase address may be included as optional assistance group members when exploring eligibility for the dependent child.
Person Detail (FM0I or PRSNDTL) screen
The Person Detail (FM0I or PRSNDTL) screen is used to capture an individual’s mailing address and telephone number(s). Previously, this screen displayed the “Away From Home” question. With the integration of the Family Medical Assistance programs into FAMIS, this question is removed from the Person Detail screen and moved to a new screen titled “Away From Home.” The Driver Question and Away From Home screens have been developed to capture information about individuals who are temporarily away from the home. The physical address for the parent not residing at the Supercase address must be added to the Away From Home screen so that s/he will receive mailings addressed to him/her. The address entered here is also important to the Division of Workforce Development (DWD) call-in process. This address is sent to DWD and is used to initiate contact with the parent not residing at the Supercase address, as this individual is required to meet work participation requirements as well.
The "DV" domestic violence indicator is no longer captured on the Assignment/Referral screen; it is now captured on this screen. The “DV” indicator continues to be sent to the Division of Workforce Development (DWD). Therefore, it is important that this indicator accurately reflects the current domestic violence status of the payee and second parent.
Away From Home Driver Question and Away from Home Detail (FM8F or AWAYHOME) screen
A new driver question, "Do You Have Any Member in the Household Away From Home?" has been added to the controlled flow for both Temporary Assistance and Family Medical Assistance applications. This question must be answered for all members. If the answer is “Y” for any of the Eligibility Unit members, the detail screen titled Away From Home (FM8F or AWAYHOME) displays next in the controlled flow.
The Away From Home (FM8F or AWAYHOME) screen captures details about eligibility unit members who are not currently living at the Supercase address, the reason the members are away from home, the start date, the expected return date, the address and the county of residence. (Note: No return date is required if away from home reason is JTC.)
For the Family Medical Assistance programs, the information entered is primarily used to identify the county where the individual is living so the Division of Medical Services can determine whether the individual receives managed care or fee for service coverage. For the Temporary Assistance program, the system uses this information to determine whether the individual is included as a member of the Eligibility Unit.
