DISCUSSION:
Effective March 12, 2007, Food Stamp Policy is revised, Temporary Assistance Policy is clarified, and new resource type codes are added to FAMIS for the following:
- Health Savings Accounts (HSAs);
- Saving for Education, Entrepreneurship, and Down payment (SEED) accounts; and
- 529 Plans (i.e. MOST accounts).
Effective March 12, 2007, HSAs, SEED accounts, and 529 plans are excluded from the resource determination for the Food Stamp Program. Apply this policy for any pending applications processed after March 12, 2007. For active cases, apply this policy at the next certification or next contact with the EU.
Food Stamp Manual section 1110.020.40 Savings and Pension Plans is renamed and revised to include the new resource codes and policy on excluding HSAs, SEED accounts, and 529 Plans when determining eligibility for the Food Stamp Program.
HSAs and 529 savings plans are included and SEED accounts are still excluded in the resource determination for the Temporary Assistance Program. This is not a change in Temporary Assistance Policy.
The new resource type codes are entered on the Liquid Resource (FMW0) screen as follows:
