SUBJECT: | SNC PERSONAL EXPENSE ALLOWANCE |
DISCUSSION:
Senate Bill 418 (2007) modified Section 208.030 RSMo to require any person eligible to receive a monthly Supplemental Nursing Care (SNC) personal expense allowance payment to receive a payment equal to the Medicaid vendor nursing personal needs allowance (PNA). Currently the Medicaid vendor nursing facility PNA is $30.00 per month. Effective September 1, 2007, the SNC personal expense allowance increases to $30.00 per month.
All active SNC cases except DMH alternative care placements were adjusted the weekend of August 25, 2007, to show an increase of $5.00 per month to a maximum personal expense allowance of $30.00 per month effective September 2007. On September 4, 2007, the attached Notice will be mailed to participants to inform them of the increase for September. A report will be generated to MOBIUS on September 4, 2007, to show cases adjusted. This report is for informational purposes only.
Calculate any retroactive payment(s) for personal expense allowance for months before September 2007 using $25.00 per month in Field 40 of IMU5. Use the payroll closing dates to determine the number of months for the personal needs retroactive payment. The participant is eligible for a personal needs retroactive payment for any month prior to being on the regular payroll. Use $30.00 for any retroactive payment for personal expense allowance for months beginning September 2007.
Supplemental Nursing Care Manual, Section 0615.010.00, is updated to reflect this change.
