SUBJECT: ACORN VS. SCOTT; LOCAL NVRA COORDINATOR

DISCUSSION:

The United States District Court for the Western District of Missouri granted the Motion for a Preliminary Injunction requested by Association of Community Organizations for Reform Now (ACORN) against the Missouri Department of Social Services on July 15, 2008. The Order requires that each local Family Support Division (FSD) office identify a coordinator to be responsible for National Voter Registration Act (NVRA) activities. This memorandum addresses procedures to assure that each FSD office identifies a Local NVRA Coordinator.

LOCAL NVRA COORDINATOR

The Court ordered FSD to identify a person in each local office to be responsible for gathering data about NVRA compliance and enforcement of NVRA policy contained in the General Information section of the manual, Sections 0105.026.00 through 0105.026.30. To comply with this Order, each office must:

Local NVRA Coordinators are responsible for assuring that the office has an adequate supply of voter registration forms at all times. If the office does not have an adequate supply of voter registration forms, the NVRA Coordinator must assure that voter registration forms are ordered from the Department of Social Services warehouse, or if in immediate need, ordered by e-mailing Bob Hall, FSD NVRA Coordinator, at Robert.J.Hall@dss.mo.gov.

Additionally, Local NVRA Coordinators must assure that data collected as a result of NVRA monitoring is submitted. Instructions on NVRA monitoring requirements to comply with the Court’s Order will be sent in a separate memorandum.
