SUBJECT: | MISSOURI RX PLAN (MoRx) AUTO-ENROLLMENT OF DUAL ELIGIBLES IN PREFERRED PART D PLANS |
DISCUSSION:
On June 1, 2008, Missouri Rx Plan (MoRx) began notifying nearly 44,000 Medicare and MO HealthNet dual eligible participants by letter of a change in their Medicare Part D plan assignment. Participants will be automatically enrolled in one of two preferred Part D plans, Community CCRX or First Health Part D Premier. Coverage under the new plan will begin August 1, 2008. A Preferred Part D plan offers a no cost premium and the benefit of a larger drug formulary with fewer medication restrictions. Participants will have the option to switch their Part D plan by contacting Medicare at 1-800-633-4227, but the preferred plan is more likely to offer better prescription coverage.
MoRx is working closely with the preferred Part D plans to ensure that there is no interruption in prescription coverage. Enrollees in a preferred Part D plan who are having difficulty receiving their prescriptions should be directed to MoRx at 1-866-256-3937.
MoRx Eligibility and Benefits
All Medicare and active MO HealthNet dual eligibles, including spenddown cases, are automatically enrolled in MoRx. MoRx benefits are available for individuals with an open MO HealthNet case even if their spenddown has not been met. Participants enrolled in the Qualified Medicare Beneficiary (QMB) or Specified Low-Income Medicare Beneficiary (SLMB) programs are also automatically enrolled in MoRx.
For participants enrolled in MoRx, MoRx pays 50% of the participant's Part D co-pays. For 2008, MoRx pays up to $2.80 per prescription.
Those not receiving MO HealthNet benefits may apply directly to MoRx. To qualify, an individual must be a resident of Missouri, enrolled in a Part D Medicare plan, and have an annual gross income below the MoRx limit. For non-duals MoRx pays 50% of the Part D deductible and all copays, including the coverage gap and beyond.
In July 2008, MoRx increased its eligibility limits to equal 200% of the Federal Poverty Level for 2008, which is $20,800 or less for a single person and $28,000 or less for a married couple.

Local offices should direct participants with questions concerning enrollment or benefits to call MoRx at 1-800-375-1406. For questions concerning claims processing, call 1-866-256-3937. Participants may mail their applications to MoRx Plan, PO Box 208, Troy, MO 63379 and should include a copy of their Medicare Health insurance cards and their Social Security cards.
Attached to this memorandum is a copy of the letter sent to participants as well as a copy of the MoRx application brochure that may be printed and given to participants.
