DISCUSSION:

Effective June 27, 2011, Missouri Work Assistance (MWA) case management activities are recorded in the new MWA System. The MWA System replaces Toolbox 2.0, which was a Department of Economic Development, Division of Workforce Development (DWD) system. The MWA System is a web-based system used solely for the MWA program.

Several Temporary Assistance/Case Management Manual sections were updated as a result of the change to the new MWA System. Section 0225.005.00 is updated to remove references to the DWD and Immediate Engagement. Examples were added to help clarify the date of application when a mandatory child or adult enters the home and the Family Support Division (FSD) is notified.

Section 0255.005.00 is updated. A Temporary Assistance (TA) participant is not exempt from work participation activities for a disability claim that has previously been rejected by the Medical Review Team (MRT) during the time period MRT is reviewing the disability claim.

Section 0255.015.00 is updated to remove reference to Immediate Engagement. Per memorandum IM-#73, (December 1, 2010) Immediate Engagement is no longer an eligibility requirement.

Section 0262.005.05 is updated to remove the requirement to restrict the TA recipient's record in the MWA system. The MWA System is not an integrated system like Toolbox 2.0; therefore there is not a need to have a record restricted.

Section 0262.005.15 is updated to reflect changes to address requirements for victims of domestic violence. Transportation Reimbursement Expenses (TRE) and Work Related Expenses (WRE) payments are not generated out of the MWA System or from DWD Central Office. TRE & WRE payments are issued by the MWA provider.

Section 0262.005.10 is removed. There is no need to restrict a TA recipient's address in the MWA System.

Section 0262.020.10.35 is updated to reflect the new process for entering a TA recipient into a Temporary Waiver.

Section 0270.030.00 is updated to replace Toolbox 2.0 with the MWA System and to include Vocational Education and Training as work activity that allows excused absences.

Section 0290.040.00 is updated. All letters must be sent by the MWA provider. The MWA System does not automatically generate any letters.

Appendix K is updated to change references from DWD to MWA. The title of Appendix K is changed to TA Work Requirement (COMPACT/FM8B) Code Sheet, since FSD staff no longer performs direct case management activities.

Appendix P is updated to remove references to Toolbox 2.0, and to add the phrase "MWA System".

Appendix Q is updated to remove references to Toolbox 2.0, and to remove definitions that pertained only to the DWD programs.
