DISCUSSION:
The purpose of this memorandum is to clarify that the Customer Relations Unit based in St. Joseph processes Breast and Cervical Cancer Treatment Presumptive Eligibility (BCCT PE) and Breast and Cervical Cancer Treatment (BCCT) applications that are received from Show-Me Healthy Women Providers (SMHW) with a participation agreement with the Department of Health and Senior Services (DHSS). SMHW providers make presumptive BCCT eligibility determinations and often obtain and submit the regular BCCT application.
Effective immediately, SMHW providers with a participation agreement will submit BCCT PE and regular BCCT applications that they have obtained to the Customer Relations Unit based in St. Joseph. The Customer Relations Unit based in St. Joseph will enter the BCCT PE and will process the regular BCCT application. The Customer Relations Unit based in St. Joseph will then send the BCCT case to the local FSD office serving the participant's county of residence. BCCT applications submitted by an applicant/participant to local FSD offices must be registered and processed at the local FSD office.
To comply with federal regulations regarding presumptive eligibility BCCT PE and BCCT applications must be entered in a timely manner. Failure to enter presumptive eligibility and application requests in a timely manner results in interrupted presumptive eligibility coverage prior to a full eligibility determination being completed, when this happens women diagnosed with breast and/or cervical cancer cannot access needed services. Breast and Cervical Treatment (BCCT) program manual sections 1315.000.00 APPLICATION PROCEDURES and 1325.000.00 PRESUMPTIVE ELIGIBILITY (PE) have been updated with notes to reflect the importance of entering BCCT PE and entering regular BCCT applications in a timely manner.

NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Follow clarified BCCT PE and regular BCCT application policy and procedures.
