REPORT OF FOOD STAMP QUALITY CONTROL REVIEW FORM (IM-210) CHANGE

DISCUSSION:

The purpose of this memorandum is to introduce the revised Report of Food Stamp Quality Control Review form (IM-210).  This revised IM-210 provides a uniform method of reporting Quality Control (QC) findings to offices and provides offices the opportunity to challenge the QC error decision. The IM-210 will be used by the offices and QC as a tracking tool to ensure appropriate updates/actions are taken timely on error cases as well as on correct cases that have additional information.

QC will distribute the revised IM-210 to the County Manager, Program Manager (metro areas only), Eligibility Specialist Supervisor and Eligibility Specialist as well as the Region Administrator / Manager. The offices must respond to the information provided on the IM-210 no later than by close of business on the third working day after receipt. Error cases should be reviewed and responded to within 24 hours after receipt, if possible.

The revised IM-210 is divided into Sections A through C.  Sections A, B and the top portion C (Send Response To and Office Response Due By) are required to be completed by the QC Unit.  QC will submit the IM-210 to the office for review and response.  Section C #1 - #7, requested verifications, and required signatures will be completed by the local office.  It will be the local office's responsibility to establish procedures to ensure the IM-210 is completed, the case is updated/corrected, and the IM-210 is returned to the QC Unit within three working days from the date received from QC.

If the local office disagrees with an error case review presented by QC on the IM-210, the county has the opportunity to challenge the QC reading in Section C.  If the county disagrees with the case review, the Eligibility Specialist Supervisor must contact the Case Analyst Supervisor immediately to discuss.  If the Eligibility Specialist Supervisor and Case Analyst Supervisor cannot resolve the issue, the determination is forwarded to the QC Manager who will make the final decision.

It is vital that every IM-210 is responded to in the allotted timeframe.  The goal of using the revised IM-210 is to ensure proper benefits are issued to the citizens of Missouri while improving the error rate.  Please refer to E-Mail Memo #65 2012.
