DISCUSSION:
This memo introduces new procedure for Food Stamp Claim Demand Letters (CARS-3) returned as undeliverable.
When a demand letter for a Food Stamp claim is returned as undeliverable, check to see if there is a current address available.
- If there is an updated address available, place the entire demand letter in another envelope and mail to the correct address. Go to the Change Debtor Information (OVDC) screen to update the claim address.
- If there is no updated address available, email the claim information to DLS.ADDRESSLOCATE@dss.mo.gov using a DOI-1 Referral for Investigation form requesting a current address.
Investigations attempts to locate a current address for the EU and notifies the eligibility specialist. Re-mail the letter if a new address is provided by Investigations.
Note: After a Food Stamp CARS-3 is sent, collection procedures are initiated and continue regardless of the letter being returned as undeliverable or re-mailed to a different address.
Record a comment on the Note Add (OVNA) screen regarding:
- referral to investigations for a current address,
- whether or not an address is obtained and
- if an address is obtained the address to which the demand letter was re-mailed.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
