- FEDERAL POVERTY LEVEL (FPL) CHANGE DUE TO THE REMOVAL OF DISREGARDS FOR MODIFIED ADJUSTED GROSS INCOME (MAGI) PROGRAMS
DISCUSSION:
The purpose of this memo is to explain the change in the Federal Poverty Level (FPL) limits for the MO HealthNet (FAM) programs subject to Modified Adjusted Gross Income (MAGI) budgeting beginning January 1, 2014.
The Patient Protection and Affordable Care Act (PPACA) of 2010 introduced MAGI methodology. MAGI methodologies includes the elimination of disregards for the FAM programs. Due to the elimination of disregards, the PPACA directed states to develop a MAGI-based income eligibility standard for these programs. The disregards that were used under were averaged to determine a new FPL income standard for the programs listed below.
Family MO HealthNet Disregards Eliminated Due to MAGI are:
- 30 1/3 disregard,
- $30.00 disregard,
- $90.00 work expense,
- child care deductions, and
- $50.00 disregard for MO HealthNet for Families (MHF)
Programs and New FPL Amounts
- MO HealthNet for Famlies (MHF) - 18%
- MO HealthNet for Pregnant Women (MPW) – 141%
- MO HealthNet for Pregnant Women (MPW) poverty – 196%
- MO HealthNet for Kids (MHK) – 148%
- Newborn (NBN) – 196%
- Uninsured Women’s Health Services (UWHS) – 201%
- Gateway to Better Health (GTBH) – 100%
NOTE: Children's Health Insurance Program (CHIP) is based on gross income and therefore received no disregards. FPL limits remain the same.
