DISCUSSION:
The purpose of this memorandum is to introduce the Newborn program manual section in the Family MO HealthNet manual. These sections include the policy introduced in Income Maintenance email memorandum IM-16, Children’s Health Insurance Program Reauthorization Act of 2009 Ensures Immediate Coverage for Newborns, dated February 25, 2013:
- Extended MO HealthNet Newborn coverage to children born to women eligible for Children’s Health Insurance Program (CHIP) 0 (non-premium).
- Deemed a child born to a woman eligible for MO HealthNet for the date of the child's birth eligible for MO HealthNet throughout the first year of life. This provision applies in instances where the birth occurred prior to the date of application and was covered by MO HealthNet based on retroactive eligibility.
- Removed the requirements that the child remain in the mother’s household and that the mother must remain eligible for MO HealthNet.
