REFER LOW INCOME MO HEALTHNET FOR THE AGED, BLIND, AND DISABLED APPLICANTS AND PARTICIPANTS TO THE SOCIAL SECURITY ADMINISTRATION FOR SUPPLEMENTAL SECURITY INCOME APPLICATIONS

DISCUSSION:

The purpose of this memorandum is to remind staff that MO HealthNet for the Aged, Blind, and Disabled (MHABD) applicants and participants must apply for any other cash benefits that they may be eligible to receive which includes Supplemental Security Income (SSI). SSI is a federal program that provides monthly payments to people who have limited income and few resources. SSI is for elderly (age 65 and older) people, as well as blind or disabled people of any age, including children. Refer to You May be Able to Get Supplemental Security Income (SSI) for more information.

Eligibility Specialist must refer elderly or disabled MHABD applicants and participants whose income is below the SSI income maximum plus $20.00 to the Social Security Administration to apply for SSI.

EXCEPTION: This does not apply to MHABD Vendor program applicants/participants. Generally, they must have income of less than $30 per month to be eligible for SSI when they have vendor coverage.

Inform participants that SSI application appointments may be made by toll-free telephone to 800-772-1213 or by visiting their local Social Security Office. Send the Social Security Referral Request (IM-76) form to the SSA when an applicant/participant is referred.

In addition to providing individuals with additional income, the SSI program is important for elderly MHABD participants as those age 65 or older and receiving SSI are also qualified for Supplementary Medical Insurance (SMI, Part B of Medicare) and buy-in.
