DISCUSSION:
The purpose of this memorandum is to:
- introduce new procedures related to the Emergency MO HealthNet Care for Ineligible Aliens (EMCIA) program,
- rescind the procedure described in Income Maintenance memorandum IM-137 dated December 16, 1997, and
- introduce written policy and a revised EMCIA cover sheet (IM-365) for all EMCIA requests.
Policy has been developed to reflect new procedures for processing EMCIA requests. Policy regarding the EMCIA program can be found in the IM Manual sections listed above.
EMCIA applications to cover standard labor and delivery do not require medical records. Please scan and email completed IM-365 to Cole.CoXIX@dss.mo.gov.
Effective immediately, all other EMCIA evaluations will be completed by the Medical Review Team (MRT) in Springfield. All medical records collected will remain with the MRT.
Send medical records or signed releases for medical records with a completed EMCIA Cover Sheet (IM-365) attached to the front of the records or releases to:

NECESSARY ACTION:
- Review and implement the procedures outlined in the Emergency Medical Care for Ineligible Aliens policy.
- Immediately begin using the revised EMCIA Cover Sheet (IM-365) form.
- Discontinue use of all earlier versions of EMCIA cover sheets.
