DISCUSSION:

In December 2012, the United States Department of Agriculture (USDA) awarded Missouri Department of Social Services (DSS) a demonstration grant to allow DSS to continue the Summer Electronic Benefit Transfer for Children (SEBTC) project in the Kansas City and St. Louis areas. Memorandum IM-#90, dated 11/16/2012, provides a summary of the 2012 SEBTC Demonstration Project. This is the last year for SEBTC as a Demonstration Project.

2013 Eligibility

The children who received SEBTC benefits in 2012 will be eligible to receive benefits in 2013, as long as they attended school during the 2012-2013 school year, are still eligible for free/reduced meals, and they still reside in the project area. No additional children or households will be added.

FAMIS Screens

No changes were made to screens. More detailed information is provided in Memorandum IM-#25, dated 03/15/2012.

SEBTC Benefit Issuance

On May 17, 2013, the first payroll for SEBTC will run. For each eligible child households will receive:

$8 per child for May 2013 – Kansas City on May 28, 2013 at 6:00 p.m.
$16 per child for May 2013 – St Louis on May 24, 2013 at 6:00 p.m.
$60 per child for June 2013 on May 31, 2013 at 6:00 a.m.
$60 per child for July 2013 on June 30, 2013 at 6:00 a.m.
$26 per child for August 2013 – Kansas City on July 30, 2013 at 6:00 a.m.
$22 per child for August 2013 – St Louis on July 30, 2013 at 6:00 a.m.

SEBTC benefits will be expunged at 11:59 p.m. on August 11, 2013 for St Louis cases and 11:59 p.m. on August 13, 2013 for Kansas City cases. Once the SEBTC benefits are expunged, they cannot be restored.

EBT Cards

SEBTC benefits cannot be reissued because of loss due to household misfortune or a lost/stolen EBT card.

If an SEBTC-only household does not have its EBT card anymore or needs to report an address change, the household will call the ARCHS call center or LINC.
