- CHILD ABUSE/NEGLECT (CA/N) MANDATED REPORTER TRAINING
DISCUSSION:
The purpose of this memorandum is to introduce on-line training for child abuse and neglect (CAN) reporting requirements and the process for making CAN reports. The training is required for all eligibility specialists, but is strongly recommended for all support staff, supervisors, and managers. All Family Support Division (FSD) employees are considered mandated reporters.
This training is available through the Employee Learning Center. The training is entitled What is a Mandated Reporter? course number FS000207.
Section 208.027 Revised Statutes of Missouri (RSMo) requires Temporary Assistance (TA) applicants and participants to submit to a screening for illegal use of a controlled substance.
Family Support Division (FSD) employees are required by this law to refer an individual to the Children's Division (CD) if:
(1) That individual tested positive for illegal use of a controlled substance or failed to show up for the drug test;
AND
(2) The employee has reasonable cause to believe that child abuse is occurring as a result of the use of the illegal drugs.
A script has been developed to follow when referring calls related to TANF Drug Testing. Refer to Income Maintenance memorandum IM-#19 Temporary Assistance Drug Testing dated February 20, 2013 for policy and procedure on the drug screening and testing process.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Complete the training in the ELC.
- Implement the use of TANF DRUG SCRIPT FOR FSD STAFF.
