- ONE TIME NOTICE TO TEMPORARY ASSISTANCE PARTICIPANTS OF SENATE BILL 251 ELECTRONIC BENEFIT TRANSFER CARD RESTRICTIONS
DISCUSSION:
The purpose of this memorandum is to inform staff that Temporary Assistance (TA) payees are receiving a one-time notice generated from FAMIS to be mailed starting August 12, 2013. The notice explains the restrictions effective August 28, 2013 on the use of TA electronic benefit transfer (EBT) cards in certain locations and for items purchased. It informs participants that if they are found to have used their TA EBT card in a restricted location or to purchase restricted items they will be required to pay a claim for that amount. The notice also explains misuse of TA benefits.
This is part of an ongoing effort to notify applicants and participants of restrictions on TA EBT card use, and penalties for misuse of EBT outlined in Section 208.024 RSMo that was created by Senate Bill 251. Staff must review the Important Information about Electronic Benefit Transfer (EBT) Transactions (IM-3EBT) form with applicants, and with active participants if contacted by the participant at annual review. As TA requires in-person application interviews, TA applicants must sign the form, and a copy of the signed form must be maintained in the case record.
