DISCUSSION:
This memorandum announces the 2012 increase in the Missouri's Children with Developmental Disabilities (MOCDD) slots available to children, the specialized processing of MOCDD applications and case maintenance by Greene County, an update to Income Maintenance Manual section 0805.015.05.000.00, and the addition of the Income Maintenance manual sections related to MOCDD eligibility and a MOCDD user guide,
The MOCDD waiver program was previously limited to 216 children per year. MOCDD expanded by 150 for a total of 366 children per year effective 2012. MOCDD provides MO HealthNet coverage only for children authorized by the Department of Mental Health (DMH) for MOCDD waiver services who are determined eligible by the Family Support Division (FSD).
Greene County FSD has designated staff to receive and process all MOCDD applications from the DMH. MOCDD cases will be maintained in Greene County.
The DMH will send future MOCDD applications to Greene County. MOCDD applications pending in FSD offices other than Greene County must be approved before sending the active MOCDD case to Greene County.
MOCDD cases in other FSD offices must be sent to Greene County. Counties that have active MOCDD cases will receive an email listing of the cases and a copy of a coversheet to identify the case as a MOCDD transfer. Send the hard-copy case record to Greene County within ten days of receiving the email listing.
Income Maintenance Manual section 0805.015.05 PERSONS WHOSE INCOME AND NEEDS ARE CONSIDERED has been revised to include the MOCDD waiver exception. Income Maintenance Manual section 0825.000.00 ELIGIBILITY BASED ON RECEIPT OF MOCDD WAIVER SERVICES has been added. This will replace the memorandums previously used for MOCDD determinations.
A User Guide ADDING MOCDD COVERAGE is available to assist eligibility specialists processing MOCDD applications.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Send a hard copy of active MOCDD cases to Greene County FSD within 10 days of receiving the email instructions.
