- NEW MISSOURI ELECTRONIC BENEFITS (EBT) CARD AND CARRIER
DISCUSSION:
Effective December 2, 2013, the Electronic Benefits Transfer (EBT) card and the carrier it is mailed in changed. The revisions are due to new laws for public assistance misuse and fraud as introduced in Senate Bill 251, outlined in IM Memorandum IM-#65 dated 07/17/13.
The front of the EBT card remains unchanged. The change was made to the back of the card to include the following statement:
- It is illegal to buy, sell or misuse benefits on this card. Temporary Assistance benefits cannot be used in any liquor store, gambling establishment or any adult oriented entertainment establishment.
The carrier in which the EBT card is mailed has also been updated to include a statement about misuse of benefits. The carrier now includes the following statement:
- It is illegal to purchase alcohol, tobacco, or lottery tickets with benefits on your EBT card.
A picture of the new EBT card and carrier is attached.
The IM-4 EBT English and IM-4 EBT Spanish pamphlet has been updated to reflect the changes made on the EBT card and carrier.
