MEMORANDUM

DISCUSSION:

The purpose of this memorandum is to introduce revisions to the Income Manual Section 1805.000.00, previously titled “Verification”. This section is now titled “Eligibility and Verification”.

What Changes Have Been Made?

Information previously shown in this section has been moved around (within the section) and other information added. Some of the additions are:

• 1805.020.10.20 Immigrants from Micronesia, Palau, and Marshall Islands;
• 1805.030.05 Verification of Income (title added under Modified Adjusted Gross Income Methodology);
• 1805.030.20 Income, Deductions, and the Five Percent (5%) Disregard includes the same information as the previous version with the addition of an explanation of the Five Percent (5%) Disregard
• The Five Percent (5%) disregard also applies to the Children’s Health Insurance Program (CHIP).

  NOTE: Income Maintenance Memorandum IM-#120, dated 12/31/13 erroneously indicated the 5% disregard does not apply to the CHIP cases. This memorandum has been updated;

• 1805.030.20.05 Income Included Under MAGI – Career Foster Parent payments has been added; and
• 1805.030.25.15 Specific Types of Income - Negative self-employment income, or self-employment losses, offsets other household income.

Changes from the previous manual are:

• Household Size is removed from Section 1805.010.00 Age, Date of Birth, and Household Size
• Household Size is now contained in 1805.030.10 MAGI Household Composition; and
• Earned Income and Unearned Income are removed. This information is integrated under Income Included Under MAGI and Income Excluded Under MAGI.

• Review this memorandum with all staff
• Remind staff to use this manual for all MAGI programs
