DISCUSSION:

When an individual fails to comply with TA work requirements do not enter a Food Stamp sanction for the individual.  The sanction code NFF previously used for non-compliance with TA work requirements is now obsolete and should not be used.

To prevent Food Stamps from increasing when the individual fails to comply with TA work requirements the Eligibility Specialist needs to make an income entry on the Select Income (SELINC) screen.  The income type needs to be entered as Unearned Income (UI) and the income source is Reduction Refusal to Comply with Program Requirements (RP). 

Memo IM-84 dated 8/28/15 explains how to impose a TA sanction for non-compliance with work requirements.  This memo also explains how to calculate the amount of the sanction imposed on the TA case.  The income entered as RP for Food Stamps should be for the same amount of the TA sanction.  This will prevent the Food Stamps from increasing due to the decrease in the TA grant for non-compliance.

Memo IM-33 dated 6/24/14 reiterated that Missouri Employment and Training Program (METP) is a voluntary program effective January 2014.  Since METP changed to self-initiated, sanctions were not to be entered from January 2014 forward for non-compliance with METP.  Memo IM-33 dated 6/24/14 also outlines the steps on ending METP sanctions.
