- LEGACY SUPPLEMENTAL SECURITY INCOME (SSI) ONLY CASE ACTION NEEDED
DISCUSSION:
This memorandum is to provide a uniform process to transfer Supplemental Security Income (SSI) Only cases from Legacy database system to Family Assistance Management Information System (FAMIS).
The SSI program began operation in January 1974. SSI replaced several state run assistance programs, including cash grants to the aged (Old Age Assistance-OAA), disabled (Permanently and Totally Disabled-PTD), and blind (Aid to the Blind-AB).
Those participants losing eligibility for OAA, PTD, or AB were divided into three (3) groups based on what type of assistance they would receive after conversion. The group they were assigned to was determined based on their Eligible Income Level (EIL) before conversion.
- Supplemental Payment (SP) only for those who were not eligible for SSI;
- SSI and SP for those who received SSI which was less than their EIL;
- SSI only for those who were eligible for SSI of at least their EIL.
Participants who were receiving OAA, PTD, or AB in December 1973, and were eligible to receive SP with or without SSI were given a guarantee that they would not lose income due to the implementation of the SSI program. These individuals also receive MO HealthNet coverage. These are the cases which remain in legacy and have long been considered "hands off."
SSI-Only cases are not part of the supplement payment group and do not have a guarantee to maintain their EIL or to provide MO HealthNet coverage. Participants who began receiving SSI only in 1974 without SP must meet all points of eligibility for MO HealthNet for the Aged, Blind and Disabled (MHABD). This was confirmed by the Department of Health and Human Services, Health Care Financing Administration in 1983. IM-178 dated December 28, 1983 announced this determination. The SSI only cases will be moved to FAMIS.
SP, SSI-SP and SSI-Only cases remaining in legacy were transferred to Troy Processing Center in December 2015. Troy Processing Center staff will take all necessary actions to move SSI only cases to FAMIS. Cases will then be transferred to the correct processing center based on residence and type of assistance. If a legacy case coded as SSI only is found in an office other than Lincoln (057), that case should be transferred to the Troy Processing Center in Lincoln Co. Advise Lincoln County the case has been transferred and send the entire paper file. Do not clean it out before sending it.
Troy Processing Center will continue to house and maintain the remaining SP and SSI-SP cases.
Further instructions will be provided to the Troy Processing Center to move SSI-only cases to FAMIS.
NECESSARY ACTION:
- Review this memorandum with appropriate staff.
- Transfer any remaining legacy cases coded as SP, SSI-SP, or SSI to the Troy Processing Center in Lincoln Co.
- Lincoln Co staff will move SSI only cases to FAMIS
